About

Apply for the Time-Of-Use Program (TOU) to save money while charging your Electric Vehicle (EV)! When you program your EV charger to  charge your EV during the program time duration of 10 p.m. to 7 a.m., a discount will be applied to your billing rate. This deters charging during peak hours when electricity is in high demand.  To help relieve stress on the electric infrastructure system, there will be a penalty rate added to the regular billing rate if charging occurs outside of the program time duration.  Although emergency load shed events are not imminent, this program is meant to curtail power use during peak hours.

Terms and Conditions

  • Program available only to Anoka Municipal Utility (AMU) residential customers.
  • Program requires  Level 2 Charger(s) installed at customer residence.
  • Customer is required to install  200-amp by-pass meter socket to feed EV charger only, which requires electric permit and inspection.
  • The residential EV meter must be installed by AMU and will come off the main panel and feed to an EV subpanel or receptacle dedicated for EV feeds.
  • AMU reserves the right to conduct random inspections at any time to verify and inspect the meter and/or charger at the customer's address. Inspections may be performed before and after the Time of Use (TOU) program begins at AMU’s discretion. If AMU inspects the meter/charger and finds it to be tampered with or the charger that was installed is not a level 2 charger, the TOU  program may be discontinued along with back charges to the customer's utility billing account.
  • A Residential EV Charger Rebate is available with  a level 2 charger installed and ownership of a full Battery Electric Vehicle (BEV), or a Plug-in Hybrid Electric Vehicle (PHEV).  Find out rules & restrictions and how to apply if applicable.

Payments and Fees

  • The Program will require investment in a separate meter. Currently priced at $300 (75% of the meter cost), subject to change as meter costs change.
  • Customer to pay a $100 Grid fee with application.
  • Monthly fixed charge found on page 13 of our Master Fee Schedule (PDF).
  • EV Time of Use (TOU) Peak and Off-Peak rates and charges found on our Utility Rate Sheet (PDF)
    • Off-peak rates are currently 10 p.m. to 7 a.m. daily for discounted EV Rate. Any power used at the off-peak time would be subject to a discount.  
    • Peak Premium Rates from 7 a.m. to 10 p.m. with added charge. Any power used at the peak time would be subject to a premium increased rate. 
  • All rates and fees are subject to change.

Customer Process

Follow these steps to get started with the TOU Program.

  1. Customer installs 200-amp by-pass meter socket to feed EV charger only, requires an electric permit. Submit a copy with the application.  
  2. Customer gets approved inspection documentation from the electric inspector. Submit a copy with the application.
  3. Customer completes Application for EV Charger Time-Of-Use Program using either the online application form or printable application by mail. 
  4. Customer purchases the EV meter from AMU, currently priced at $300 (75% of the meter cost), subject to change as meter costs change, and pays a $100 Grid fee. Make fees payable to the City of Anoka and reference the customer’s name and installation address. Pay one of two ways:

    2. To Pay over the phone, call the city's Finance Receptionist at 763-576-2700 to make an "EV TOU Program  Payment" with your name and reference to the installation address. Please note, that making a payment over the phone will be subject to a $3.25 credit card convenience fee.  Make sure to submit the application by mail or online if you pay over the phone.
  5. After the signed and completed application and all supplemental documentation (Electric Permit and Electric Inspection) have been submitted, along with the required fees paid to Anoka City Hall, AMU will process the application and notify the customer of the approval status. Incomplete applications will not be processed.
  6. Upon approval, schedule a time to install and commission the new EV Time-Of-Use (TOU) meter.  To schedule, use our EV Commission Scheduling Form on our website or call 763-576-2903. The homeowner or electrical contractor must be present at the appointment.
